Best freeware help maker tool?

I am looking for a high quality freeware program to create professional help documentation for my own freeware programs.  Can anyone suggest a really good one, which is easy-to-use, WYSIWYG, totally free and produces very professional Windows '95 style help files?

Thank you for your proposed answer.  Unfortunately "Help & Manuals" is commercial not freeware.

I have not seen any freeware help authoring tools which are both free and easy to use. Usually totally freeware help authoring tools are difficult to use from what I have seen. You get what you pay for.

I use Help Workshop supplied with MSVC++ 6.0 (of course, I didn't pay for... Whoops!!!! Nevermind!)
