From my understanding MS makes the help workshop that can do that, however at work I use RoboHelp (www.blue-sky.com)
They have a demo d/l you can try.

Here's a free one I tried and it's way better than a lot of commercial solutions (most of the shareware helpfile maker programs seems to works like sh*t)..

If you can afford it, I would go with RoboHelp.  If you can't, here are more useful sites with free help-authoring tools:

http://www.gppsoftware.com/
http://www.helpmaster.com/
http://www.helpwriter.com/
http://www.jgsoft.com/
http://www.winhelp.gr/docs/whd.html/
http://msdn.microsoft.com/workshop/author/htmlhelp/

You need not go in search of help compilers. Watch out for 'Help Workshop' that comes with Microsoft Visual Studio. This would be very handy.
