Anyone familiar with the 'Browse' tag (button)?

I am working with a 'browse' button (that opens an explorer window so you can pick a document to upload.)
This is the code: '<input type="file">' I need to know if I can default a drive for this function (i.e., "c:\").

Anyone have an idea?

you cannot set the drive path in file tag because there are few operting system such as unix and windows first of every os have different file system
so it cannot be possible to set the path on client side
