Error Reinstalling Windows 3.11

Getting error reinstalling existing Windows 3.11.  Tried reinstalling twice.  No past problems when had to reinstall.  PC is a 486-33, 1.2 GB HD with Norton Anti-Virus active and MS Office 4.3.

Application Error:  WINSETUP caused a General Protection Fault in module USER.EXE at 0001:40B6

Try ending (CTL - ESC) all but Program Manager before starting Setup,or exit to DOS and run Setup.A conflicting auto-start program (especially any anti-virus software) can cause this.

If this doesn't help,you may have a hardware problem.Let me know.

Booting from a DOS diskette worked and was able to fully reinstalled Windows 3.11 but then PC started freezing at point of started MS-DOS.  I believe it is a RAM memory problem.  Will be changing PC's.
