Resently I receve smap mail abut web site

What king if address it that ???

You can ping it with no problem:

Hi

3489554578 (base 10) is CFFE6092 (base16) which, simply, is CF.FE.60.92 which, in base 10 is 207.254.96.146.

I.e. what you saw was the decimal representation of an ip address seen as a single number.

As for registering such an address - not possible. THe quad notation is given you by the ISP and you live with that ;-)...
