Best way to create Windows Help Files

What's the best program available to create windows help files.  It doesn't have to be free (but that would be nice), and it must be easy to use.

Can I get some recomendations?

The industry leader for the past year or 2 has been Blue-Sky software's product RoboHelp.  http://www.blue-sky.com

BTW, I get nothing for mentioning them.  I have used their product and created severl help files quickly and easily.  It is a good product.

There are many things to consider when getting into writing help, for instance, which platform (HTML or HLP) suits your project. Is there avialable docs to work from etc.

I recommed looking at
(in no special order)

Blue-Sky's RoboHelp
APEX's True Help

both are fine tools.

Know where I can download a trial version of Apex's True Help?  I'd like to experiment with all the suggestions before I commit to one.

My Personal Opinion:
I shouldn't be so critical of Doc2Help, but I have used it and RoboHelp and DocToHelp isn't even in the same league.  I thought it difficult to use, learn, understand and lacked any kind of intuitiveness.  I found shareware Help programs at 1/10 the cost better than DocToHelp.  The only reason to evaluate DocToHelp is to see how good the others are.

Note: One of the nice things about True Help is you do not need to mark up your documents with the usual things like foot notes etc. True Help works on paragrah settings.

It's a bit pricy, but I got approval to buy RoboHelp.   Seems to be the recommended choice.

One last comment, I myself use RoboHelp and consider it the "best" tool for what I do for 98% of my work. RoboHelp sometimes is overkill, other times perfect while yet other times some people will not grasp it easily. One of my jobs is to teach people in my agency to use help authoring tools. From the expereince I have found the some times you need to create the right mix i.e. people and tools. This is were True Help comes in, it does just about everything that RoboHelp does but without any of the complexity of the top help authoring tools.

Lastly depending on what you are doing with help authoring, there are times when none of the big names will fit the task. For instance I was asked to create help for stuff (components) which programmers use to create applications. If I had used any of the tools listed here it might have taken me five days to do the job. Instead I used a tool which take less then one day from start to finish.
