creating shortcuts

I am tryint to write a C application that installs a package.  I want to put a shortcut to an executable on the desktop for Windows 95, 98, and NT users.  Is there any way I can do this from C?  If not, is there a DOS command that will do this?  I can always pass a DOS command to the system function in C.
