I would like to create a front end to a database using web based (Apache Server).  Does any have a good book that they recommend or a how-to document that is good enough that a beginner could follow.

I'd suggest that you take a look at PHP (www.php.net) as the glue to connect web pages to a database. There's qute a bit of information and examples there and O'Reilly has an excellent book on PHP.
