If you are using OE5, you can apply a password to your identity, but there is nothing on actually password protecting individual folders/files.

From inside OE5.
- File > Identities > Managage
- Highlight Identity in question
- Select Properties
- Select Change Password
The method will stop someone from using the OE5 client on that machine but doesn't change the physical layout of the files. (Basically someone could still copy those files to another machine and see your mail.)
Oh... I should mention that you should not forget this password since there isn't a way to reset it.
