Is there an interative SQL tool or any type of an sql worksheet type program available now that I would be able to use to connect to an ASE database.  I have been unable to connect with the ISQL tool that I use for ASA.

The ASA ISQL uses ASA-native communication protocol, that is not compatible with ASE's TDS (OpenClient/OpenServer).
However ASA is capable of TDS communication.

But to your question: there is a Java-based tool named jisql with similar functionality as the ASA ISQL.

And there is also a command-prompt based utility named isql - look in $SYBASE/bin .

Or you can look for any freeware ASE - client on the INET - search for Sybase/TDS clients.
