dialing properties

What would be the reason that the dial properties is greyed out (going through the Telephony)for dial up networking? This is a Dell laptop with Windows 98 2nd Edition loaded. Tried uninstalling and reinstalling and that did not work.

SYMPTOMS
========
 
When you attempt to modify a Dial-Up Networking connection's dialing properties,
the Dial Properties button may be unavailable.
 
CAUSE
=====
 
This behavior can occur if the "Use area code and Dialing Properties" check box
is not selected in the Dial-Up Networking connection's properties.
 
RESOLUTION
==========
 
To resolve this behavior, follow these steps:
 
1. Double-click the My Computer icon on the desktop, and then double-click
   Dial-Up Networking.
 
2. Right-click the connection you want to modify, and then click Properties.
 
3. Click the "Use area code and Dialing Properties" check box to select it, and
   then click OK.
