best for me is bladeenc, which can be called via .DLL

First, www.sulaco.org/mp3/ is homepage for LAME MP3 encoder - simply the best of MP3 encoders I ever seen. Full sources in C are available.
Second, bladeenc.mp3.no is homepage of well-known Blade encoder. Good news is that now it becomes an open-source project.
In my opinion, the MP3 is the best audio (not speech!) compression method.
