How to send out a redirector from Apache?

How can I set up apache to send out a page redirector when a URL is requested. I would like not to reply on the HTML META refresh methoong.

In the "conf" directory,
Edit "srm.conf" file.
Add "Redirect your_file_name new_URL"

(format is, Redirect old new)

example:

Redirect /heyheyhey.html http://www.temple.edu/cs/

(in this example, heyheyhey.html is in the html directory.  when the user points the browser to this page, the browser jumps to www.temple.edu/cs/index.html)
