Distributing OL97 multi-form apps

I have created a custom form in OL 97 based on the message form which calls a second message-based form with the Reply action.  I have tried publishing both forms in a public folder.  However, when a user other than myself tries to reply and call the second form, an error message appears saying the second form cannot be found.

The only way i have gotten the app to work is by having other users publish both forms to their personal library.  It seems the reply action only references the users' personal library and not a public folder or library when calling another form.  This presents a problem when updating is needed, all users would have to republish the form to a personal library everytime either form is changed.  Anyone know what i am doing wrong?

HAve you tried putting then in organizational froms instead of Personal forms.  You can do this in 97 by going to tools options manage forms(I think) and then copy it from your personal forms into organizational forms and then either manually update directory service(if you have more than one exchange server on the site) in exchange administrator so that everyone can see the same copy of the form.

I will double check the exact location of it tomorrow as I only have 98 here.

We did not have an organizational forms library installed on Exchange.  Doing so solved the problem.  Thanks for your help!
