Internet Connection Wizard -Permantly Disabling It

I am using the Terminal Services and dont want all of the users to have to go through the stupid microsoft wizard.
how can i turn it off globally, or disable it somehow?

Use the Group Policy MMC snap-in to specify the domain policy for Internet Connections. This also permits Internet Explorer to run without having to run the ICW.
