I'm suddenly getting white stripes when I print from my Copy Utility and very poor quality scans. Any possible reason why?

When this happened on mine it turned out to be the precursor to hardware failure.  Mine began making a grinding noise shortly after the stripes started and needed service.  You'll want to verify with HP tech support, but I'm going to say service is indicated.

hp's website also offfers this possible solution that the lock mechanism isnt completely disengaged on the back of the scanner
