You need to get the ADSI SDK from Microsoft's website (the SDK, not just ADSI 2.5):
http://www.microsoft.com/ntserver/nts/downloads/other/ADSI25/default.asp

Inside you'll find a DLL called adssecurity.dll. Put it inside winnt\system32 or something, open a command prompt, and from system32:
regsvr32 adssecurity.dll
