The "bible" of TCP/IP programming basics is "Advanced programming in the UNIX Environment" by W. Richard Stevens.

A URL with a very extensive list of TCP/IP resources is at "http://www.private.org.il/tcpip_rl.html"

Right author, wrong book.
The "bible" of TCP/IP programming is "Unix Network Programming" by W. Richard Stevens. The TCP/IP Illustrated series
by the same author is also very useful to understanding the "why".
