You can do this through a style sheet directive as follows :

<HTML>
<HEAD>
<STYLE>                                   INPUT { font-size : xx-small;
          font-family : Arial;
          border-style : groove;
          line-height : 1;
          padding-top : 2;
        }
</STYLE>
</HEAD>
<BODY>
<FORM METHOD=POST ACTION="processthis.asp">
<INPUT SIZE=10 NAME="name"><BR>
<INPUT TYPE=SUBMIT VALUE="Click Here">
</FORM>
</BODY>
</HTML>
