what type of CD-ROM?
does your bios see the drive?
does windows see the drive when you open My Computer?
do you have the latest drivers?
are you trying to run a data CD or a music CD?
does this happen with any CD you put into the drive?

Right click on my computer and choose properties. Goto the performance tab, Does it list anything useing MS-Dos compatablilty mode?  If so rename your config.sys to config.old and reboot. Also do you hear the CD-rom spin up when you put in a cd?
