Outlook 2k - Offline Storage

Is it possible to make all folders available offline, without having to turn the option on for each folder.

I almost certain you cannot do this but I will have a check that you can't do it in 2000 and then get back to you

Sorry to say, but no.  To save yourself a few mouse clicks, go under Tools > Options > Mail Services > Offline button(?) and check the boxes of the all the folders you want available.
