lock-unlock mouse and keyboard remotely

Hi, i'm creating 2 applications.
A server application that can lock-unlock mouse and keyboard event on client computer.
A client application that receive the server command and lock-unlock mouse and keyboard.
Both application must run on a Windows NT 4.0, with TCP/IP intranet lan and i need to develop all in VB.
Any help on where to start and good programming examples would be appreciated.
