I'm not much of a graphics person and I want to round an edge of an image on a web page with either of the programs mentioned above, whichever produces the best result.  I want to create a rounding effect like the htmlgoodies.com side bar with all the windy curves.  How do you do round images smoothly....

There isnt an automatic way to do that. What you have to do is create the outline with the pen tool in photoshop. It creates perfect bezier curves like the ones at htmlgoodies.com. You simply draw the curve as well as the rest of the block. So create an outline of the whole graphic with the pen tool. Make it into a selection by command-clicking on the path layer, and fill it with whatever color you want. From there you can apply any filters to it that you want.

If your using PSP 5, it's pretty much the same thing as photoshop:  use your line tool and make sure in the control box that the line type selected is bezier.
