I think Delphi5 will be better.
You can use FILE/NEW Web Server Application  to make a web server application. You may select the types of WWW server applications from "ISAPI/NSAPI","CGI" and "WIN-CGI".
Then Next step,You can use new "Internet Express" to do it.
