I would like to expand the default libraries, add email functionality to a
button, and import a .JPG in Flash 4. Thanks!

What exactly do you mean...?

You can import many graphics formats into flash, from the file select import and then select your graphic.

This will add your graphic to the library.

As for email...
Do you mean a "mailto"?  
You can achieve this using the following script on your button:

On (Release)
      Get URL ("mailto:me@me.com")
End On

where me@me.com is the email address you want the mail to be sent to.
