MSWINSCK.OCX Error : License information for this component not found!

When I try to create a Winsock component on a form (vb6) i get the following error:

"License information for this component not found.  You do not have the appropriate license to use this functionality in the design environment."

What is that, and how do I avoid it?  I ran the regsrv32 so it's not that.  I understand what "you don't have the license mean" but where do I get a license then?  Please don't answer microsoft :)
