Tooltips for icons on Desktop?

Just noticed something today.  For some of my Microsoft icons, such as the IE icon, the My Computer icon, and the Recycle Bin icon a tooltip pops up if the mouse hovers over it.  I assume there is someway to do this for any icon.  I'm thinking COM must be involved.

So lets say I make an application and add a link to the exe file on my desktop.  How do I make a tooltip appear over my icon when the mouse hovers on it?
