Proxy and clients Macintosh

I have a NT 4.0 as PDC and Proxy Server I have many Macintosh as proxy clients and they have error in FTP Service and pop mail.
The error message in Ftp service is:
Error password the user cannot login

The error message in pop mail is:
Server refused conection. The server may be not accepting conections o the server may be busy. Retry later

What is wrong in the server or in th MAcintosh client?

I just read recently that it is a bug in the NT 4 SP1 that causes this. Ill see if i can dig up the article again.
