cgi file can not invoked?

the following is a perl file, but why I click the submit button, the registration.cgi file can not invoked?

Instead of using the BUTTON input type field, use the SUBMIT input type at the bottom of the form:

<input TYPE=\"submit\" VALUE=\"Submit Application\">

A BUTTON only does something useful if you have JavaScript code attached to it.
