Opening a CInternetSession!!!

Hullo,

Does anyone know how to read a file from a specified url or on a local machine.(Need to have the ability to do either.)The file brought down needs to be stored in an array and must be brought down in binary format!!
This is being done for an ActiveX control.
Anyone got any ideas??
