IRQ conflict  or low resources

Computer hesitates, mouse responds irractically, must reboot often because of freezing or hanging up.    I have asked this question of others and cannot find the answer.   I have not signs of conflicts except my First Aid software said there was a conflict with my SBLive Value and the IRQ it was in.   This message only came once.   At times my racing wheel does not work, "says it is not connected", then at other times it's perfect..   I have looked everywhere but I am not an expert and dont have enough confidence to delete or remove in the device manager, but I will if instructed why and how..   I have downloaded Live Ware to my SBLive and my SB 16 emulation driver is still loading is that ok?   someone told me that was the problem???..I have USB Scanner, joystick, CDRW....I keep most disconnected to help resources but that does not help.....I am running Win98 ,  PII 400,  128 Ram,  DVD, 1.44 disc, 120 mg super disk, 11 g Hdd, 4 port usb hub, printer, wheel mouse.   Is that to many peripherals for this computer.   I have not had large problems only the small hard to correct ones.      I would appreciate any suggestions or answers...................THX.....Paul

If you don't feel comfortable deleting items why not try just a reinstall of windows 98. it will replace any missing or corrupted files.

There is a utitily with win98 called system file checker which you can run at thr run command. This will check for deleted or corrupted files but just have you win98 and any other device cd handy.

Also make sure you clear out your temp files, cookie files, Temp internet files,

Sorgie's right.  Re-install the OS.  IF that doesn't work, you could do a clean-wipe & reinstall.  May be a hassle, but it's the surest & quickest fix for these irritating bugs.  Then just add the stuff you need one at a time.  Wait a couple of days before adding each component until you see a problem, then back of of that program/device.
