mike, <<If you're downloading a program>>, your computer is still working at the background and caching the downloaded file in % till it completes. You may minimize the downloading prompt window and carry on working for other windows in the foreground.
If the computer is being idle for the foreground work (no mouse activity), the monitor will turn into sleep mode by either blank screen or switching on the screen saver depending on your power management settings. You may move the mouse to wake up the screen and inspect the process of downloading.
The hard disk will not get into sleep or suspend till the downloading at the background has been completed. After finished the downloading, the hard disk is idle without working in foreground and background after its time-out period, it will get into sleep mode. You may tap on the <space-bar> to get your computer awake.  Next, inspect the downloading prompt window if it has finished its task by completion.
