Adding JAR capabilities to my Delphi app

My supervisor wants me to write a windows application that allows you to replace a file that is already inside a JAR with an updated version of the same file.

Are there any shareware or freeware components [Delphi 4 compatible] that handle JARing?

Side issues:  How do I handle the legality of using WinZip or the jar.exe that comes with the JDK?  My understanding is you can download and use the JDK but you cannot redistribute the JDK yourself.  Has anyone had to deal with legal issues and the JAR technology?

to work with it/

This looks like the answer to my question.

I don't suppose there are any FREEWARE components out there?  

They could even be command-line type programs.
