Recently, I hear about we can use international PC-TO-PHONE via internet FREE. Is it true? and how can I do it?

Yes it is true, there are a few free services out that will allow you to use a mike and speakers from a PC then using there software (most in Java script so it loads into your browser) you can place a call anywhere. For an example try this site:
http://www.dialpad.com
You will have to become a member or something- its free just have to put in some info and make a name. Then you will get a dialpad and use it like a normal phone.

Dialpad only works within USA.  As for the international PC-TO-PHONE, it depends on which country you want to call to.  Usually it is not free.

Other than dialpad, you also can go to http://www.mediaring.com to use a free PC-to-Phone within US.You have to download MediaRing phone and start using it.

no jinson, mediaring is to call from computer to computer, but if yo uwant to call from computer to telephone then goto www.dialpad.com, that site rocks!

Thank you for all your replies. Do we have only 2 web sites? My expected is international PC-to-phone (not pc-to-pc)for free (I just hear someone said that). One of websites above has PC-To-phone but the cost is more expensive than long distance company.

Well I'm affraid to comment after you awarded an answer that wasnt even related to your question- pc to pc is alot different then pc to phone.
And for your info Dial pad will work for you if you are not in the US, However you can not call outside of the US
