What is the total number of users who can connect to a single mac running OS 9 at the same time, and can the number be increased?

The maximum number of users that can connect is 500. 250 of them must connect via appletalk and the remainder must connect via TCP/IP. The limit can however be increased by purchasing AppleShare IP or by running MacOSX Server. Both are available from apple.
