External CSS and Dreamweaver3

Can someone pls tell me how to create a new external CSS stylesheet in Dreamweaver.  I can only see how to create an embedded stylesheet in the page I'm working on, or link to an already existing style sheet...and you can't seem to edit the actual CSS code either.

You can use external style sheet editors like:
Top Style Lite (free)
http://www.bradsoft.com/topstyle/download/index.asp

And then just reference it in your HTML file.
