Driver Problems?

We are having driver problems in Windows (98).  Windows and Dos are not communicating and from Safe Mode, it looks as if the IRQ's are not initialized.  I can't re-install windows (even through dos setup)  I can maneuver in dos and in safe mode, but how do I get my windows back up?

Have you tried using a Boot disc can you get windows to come up from there if so good chance you boot-up files are bad
