ListView ColumnHeader Resize

How can I detect the resizing of listView columnHeaders or enable the user to resize some, but not all columnHeaders in the ListView ?
(Exactly like the Outlook columnHeaders ...)

Can I also save the settings so they can be retained the next time the use uses the application?
