You can start a program putting an entry at
( After logon )
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
( Before logon )
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunServices

And putting a "Ex" to the keys the program run only once time
