scroll bar position

Whenever my homepage (excite) downloads,  the vertical scroll bar (just recently) is always about an inch or so from the top.  This means I must constantly scroll up to view the entire page.  I am using Netscape Comm. 4.7 on a Mac.  When I go to Yahoo, Lycos etc., the scroll bar is in the correct top position.
