Ive seen in www.transcomusa.com a gif and I would like to know which program I could use to do this kinds of images

If you're talking about the main picture--with the buildings--I believe this was probably made in a vector-based program, like Corel Draw, using color fills and gradients... the '3d look' is not true 3d.
