Installing Personal Web Server on Windows 2000

I have just installed Windows 2000 and Visual Interdev 6.  I then tried to install the Personal Web Server in order to set up Web projects in Visual Interdev.  This has been unsuccessfull.  Although Interdev gives me the opportunity to start new web projects no server is available to start the project.
All the software installations have run with no errors setting up Visual Interdev Server, Frontpage server file extensions, MS Data Access and so on.  The IIS Service and Personal Web Server (PWS) are available in Admin tools.  If I go into PWS them the home page isn't available.  It states the default document is off.  If I go to advanced view then it shows default document enabled.  Can anyone tell what I'm doing wrong?

I have no other errors in setting up Windows 2000 with all the latest Microsoft developer applications.  All the software I'm loading is from the Microsoft Direct Access Option Pack I bought recently.
