The best way as far as I know is to use paths.

1. Creata a path with one "curve"/"bend" only. Stroke it with the pen as stroking-tool. (click the right mousebutton and choose stroke)

2. Duplicate the layer and then flip one of the layers -> Press ctrl+t -> click the right mousebutton -> choose "Horizontal" then hit the enterkey.

3. Merge the two layers.

4. Dupplicate the layer and move them until the aare forming a spiral. (aktivate the move-tool (v). Hold Ctrl or shift and then use the arrowkeys to move it into exact positions)

4. Repeat the procedure (merge, duplicate) until you have you have your spiral.

Thats the only procedure I'm aware of.

Its probably easier to create the spiral in something like Illustrator or corel. I know illustrator has a spiral tool but i dont know about corel. Then just import into photoshop.
