computer shut down

I installed Windows 98 on my  brand new computer. When I try to shut down, the power does not shut down. Windows 98 does, but the case light is still on and the power is up. I have a black screen but I have to shut down the power by manually turning off the switch in the back of my case. If I try to shut down the power by pressing the power button in front of the case, it does not work.
If i press the button for 4 seconds , my computer shuts down.
If I go in the BIOS power Mngt set-up and set up the pc to be shut down -without a 4 seconds delay and without manual intervention- ("soft -down") ...I still need to press the button manually for 4 seconds..what is the problem?..(it seems that the BIOS setting has no effect on shutting down the PC -without the delay-)
