what is the best(highest picture clarity) software to use to edit and print digital photos?

Photoshop. As far as most people are concerned its the ONLY software to use to edit and print any sort of pixel based image. It is of course the best and most powerful as well. As youll notice theres an entire forum on Experts Exchange devoted to it.

You can get photoshop from www.adobe.com and they also have a cheaper version called Photoshop LE which lacks some of the features of the full blown app. If you shop around youll find cheaper prices as well. I was able to find a copy of Photoshop LE for someone at $49. The full version ranges in the hundreds but you can often get it bundled with a scanner.
