IRC uses 194 6660-6670 7000 tcp 194 udp
ICQ uses 4000 udp
web browsing is through port 80 with 21 for FTP and 443 for https (secure)

most common ports (win98 or otherwise) are in http://www.isi.edu/in-notes/iana/assignments/port-numbers although it pays to look at the publisher websites for particular software such as:
http://www.icq.com/firewall/netadmin.html
