That's real nice, but I'm new to internet programming, so It will be hard(If possible) for me to glue the pieces up.

I even tried to build a simple CGI(once console-45Kb and once standalone server-370Kb) app which will run on server and just tell me the time when I open the file in IE. I built it straight from the book step-by-step, then upped the compiled file to tripod and it didn't work either.

Hi.
those are good sites.
I downloaded a local server as was suggested on one of those and built the same book step-by-step simple CGI app.

It worked on the local server, but didn't work on Tripod or VirtualAve

Rereading your question....
About a client to listening the user( voice reconigtion ? ) you should take a look to SAPI from M$. Particulary I tried this( without a lot of time spent), but without success.

I know about voice recognition, but what I'm talking here is something absolutely different. I used the word "Talk" because I don't really know the professional term. I meant two apps "communicate", not an app to a human

Duke, if your intent is make a app to another enviroment diferent from Windows + intel, Delphi can't be used.
You can put your site at a diferent kind of machine, but your application/dll must be at a Wintel machine.

I thought all the free space providers support the CGI....

Really, but the server will execute the file pointed by the url indicated at the page. So a PC-Win EXE is imcompatible with a SPARC-Unix file.
Now seems that your problem is take a ISP that have a PC-Win machine to host your CGI app.

Really not. I've a enterprise resource to do this.
The "T++" is a paroid with "C++". In my language ( portuguese ) seems "aTe +" translating "So long".

So:

Then I cannot accept your answer until I find a free webhosting with WINCGI support(so I will be able to test your answer).

I don't have much points left.
I'll raise a bit, though, if that's what you want.

Also, I conducted a search of my own but didn't find any webhoster with WINCGI support.
