Allowing users to add text to webpages

We have established a small intranet in our office and I would like to allow certain people (managers) to have access to post announcements,etc. to the site for their employees to view.  Is there any way I can set this up with FrontPage 2000, to allow this but without having all the managers load FP2000 on their pcs?

I'm currently in the process of trying to set this up too.  Here is what I have come up with so far.

As far as I know frontpage doesn't have this type of functionality built in, but you might want to use a server side include where you have one of the managers just edit a single text (or html) page and then that page gets pulled into a part of the web site.  Here is some info about Server Side Includes
