How do I do circles/half circles

I use Photoshop for image processing and enhancing for web development.

I have this logo to do and have the design in mind but I get stumped with how to create that nice looking circular design around it.

Is it possible to create it using Photoshop, which is the graphic program I use and more familiar with.

Circular design? Kinda vague but yes, if you can think it up you can create it in photoshop. Just takes a little imagination.
