Do you know of any libraries (DLL) that can be used to convert images from one format to another - in particular from JPEG to PNG format?

In the past, I have used LeadTools to do image manipulation/conversion.  It is a full featured tool that lets you do just about anything with an image, whether it be a raster or vector based image.  It supports close 80 different file formats and it is fast.

While the tool is a little expensive (about $500), you get a lot of functionality.

imgX sounds like it will do what you need. It's an ActiveX that works with the imgSource dll, and registration is only $40 for the pair of them.

For an additional $50, they'll give you the source code, if you want it.

You can also access the specifications for the .png and write your own, if you're brave and have too much time on your hands. You can find the specs at http://graphicswiz.com/png/pngdocs.html.
